Halogen Encompass Encoding Fix, Optional GAAR Checklist URLs, and Stripe Refunds via Streamline

Issue Resolutions

• HTML Tag Encoding in Halogen Encompass (CLCTUTD-13337): Order messages sent from CMS to Halogen Encompass failed due to invalid character encoding — angle bracket characters in email addresses were incorrectly processed as XML tags. The fix ensures proper encoding/decoding during message transfers between systems, with no configuration changes needed.

• GAAR Worksheet Checklist URLs (CLCTUTD-13330): Users couldn't create or edit checklist items without reference URLs. URLs are now optional, while validation is maintained for entries that are provided.

• Stripe Refund Processing via Streamline (CLCTUTD-11905): Orders using Stripe payments did not provide an option for full or partial refunds when status was set to "Canceled Pending" via the Streamline tab. Refund processing is now available directly from Streamline, eliminating navigation between tabs.

• AppraisalPort Homepage Slides (CLCTUTD-11219): Outdated slides were removed from the homepage, awaiting replacement in a future release.

• Coverage Area Alphabetical Sorting (CLCTUTD-9881): Counties and cities in User Management vendor sections now display alphabetically, improving selection efficiency.
