API Validation for Request Conditions Comment Length
This update addresses a validation issue in the PortsController HTTP API endpoint. The system now enforces a 1000-character maximum for the Comments field, returning an error for submissions exceeding this limit.
Purpose: This prevents orders from being processed improperly and maintains the functionality of the "Requests conditions" option in the Appraisal port.
